Geographic Area

Longbo Town in Shuangpai County is located in the middle of Yongzhou City in the southern part of Hunan Province, formerly known as Longbo. Its geographical coordinates range from 111°66′ to 111°71′ east longitude and 25°97′ to 26°04′ north latitude. It is a national key ecological functional area, a pilot county for national forest health resort base construction, and the first hometown of "Harmony" culture in China. Longbo International Slow City is located in the northern part of the Shuangpai County, consisting of five villages including Liangcun Village, Jiangxi Village, Youli Village, Shabedian Village, and Xiadeng Village. It covers an area of 20.3 square kilometers with a total population of 14,600 people.

 

History

In June 1950, Longpo International Slow City belonged to the Townships of Shuangpai, Guanmenchan, Jiujiacun, Wuyashan and Liangcun of the Seventh District of Lingling County. In August 1952, it belonged to Shuangpai, Liangcun, Xiadeng, Jiujia, Daluokou, Guanwenchan, Yicun and Wuyashan Townships of the Seventh District of Lingling County. In May 1956, the districts were abolished and became a part of townships. The Longbo Slow City belonged to Shuangpai Township of Lingling County. In October 1958, the township was transformed into a people’s commune integrating government and community (referred to as commune) and belonged to Dongfeng Commune of Lingling County. In April 1959, the commune was named Shuangpai Commune after its place name. In July 1961, the system of districts was restored and it belonged to Shuangpai Commune of Shuangpai District, Lingling County. In January 1965, it was incorporated into Xiaoshui Forest Area Administration Bureau (now in Shuangpai County). In April 1984, the government and community were separated. Shuangpai Commune was changed to Shuangpai Township but was abolished in August of the same year, and its administrative area was merged into Chengguan Town. In May 1976, Shuangpai Brigade of Shuangpai Commune was separated to establish Chengguan Town. In August 1995, Chengguan Town was renamed Longpo Town.

 

Economy

Since the initiation of the creation work, "five major special" actions including building beautiful villages, infrastructure construction, environmental landscaping, publicity and promotion, investment attraction, etc. have been carried out in the slow city creation area. A total of 13 projects of various sizes have been implemented, with a cumulative investment of 108.8 million yuan. The completed or largely completed projects include Hua Qian Gu(Thousand Flowers Blooming in the Valley) - Yue Hu(Moon Lake) Scenic Area of the Xiadeng Township, a 12.4-kilometer sightseeing footpath around Yue Hu Lake, a 9,000-meter sightseeing driveway connecting the five villages, the fishing platform in Youli Village, the painted pleasure boat and five cruise ship terminals along the lake, the thousand-mu garden and the small and micro wetland of Houlong River in Liangcun Village, the small and micro Wen Family wetland in Jiangxi Village, the consolidation project of mountains, waters, fields, forests and lakes, the Slow Tourist Center and the Huang Family Ancestral Hall in Shabeidian Village, the overall sewage treatment project of the five villages, the construction of several small leisure parks for villagers, and the installation of numerous fitness equipment. The implementation of these projects has improved the functional support in the creation area and enhanced the production and living conditions of the residents in the area. At the same time, the medical and health service system of the five villages has been further improved. Medical rooms have been established respectively and equipped with dedicated medical staff and medical facilities. Special actions such as the ten-year fishing ban on the Yangtze River and the sand mining governance in Ri Yue Hu (Sun and Moon Lake) have been carried out. Through various channels, employment for the original residents has increased and their income has improved. The per capita income of the original residents in the creation area has increased from 9,567 yuan before the creation to 20,600 yuan in 2023. Particularly through public welfare positions, support has been provided to low-income groups, effectively preventing households lifted out of poverty from falling back into poverty.

Typical Products

Key featured breeding and planting industries have formed brands, such as Yashan Black Goats, Dapingjiang Purple Light Radishes, Tashan Grandma's Tea, Passion Fruits and Kiwifruits in Shangrenli, Grapes in Liangcun, Tangerines in Chongtou, Taro in Shabeidian, Yongjiang Organic Tea, and Vegetables in Yicun, etc. The vegetable bases of Guanwenkou, including Cabbages and Sweet Potatoes, have successfully connected with the "Vegetable Basket" project of the Guangdong-Hong Kong-Macao Greater Bay Area. This village has successfully applied for the provincial-level rural agglomeration demonstration village.
